PBX Logger setup - connecting not listening

I'm trialing the Advanced PBX logger to work with a matrix eternity. The parser file seems to be listening on 127.0.0.1 and capturing no data though.
I would have thought that it should be listening to the ip address of the system which is 192.168.1.7?
So I set it up to connect to that IP address and I see the message 192.168.1.7 is opened but not listening. Any advise so far it's not logging any data.

I'm sorry, but we don't have a document with description how to connect to this PBX. May be you can provide it?
