TV signal via Serial Port

Is it possible to get a decent TV picture via 9-pin socket?
as my screen has this socket and so does my freeview box.
Will the picture be better than through scart connector?
The screen is
Panasonic TH37-PW7
and Box is
ALBA DV3

This connector is for service only (for example, a firmware update). and can't be used for TV signal.
