i read the activex documentation but am confused as to what exactly the software does. I see i can register for events, start and stop the logger, etc, but see no way to actually retrieve data.

is the logging software required as well, or is the activex control stand-alone?

can you provide a short sample program that demonstrates the use of this activex control?

The ActiveX requires the logger. Please, look at the component folder. This folder contains an example (the Excel file with VBA code inside).
